Buses within Delhi yes, if you have to go outside Delhi as a woman you will have to buy a ticket like everyone else. No other transports tho, metro ie

There was a news report where a news channel sent like 8-9 female anchors to stand on the roads of Delhi at 2AM with Camera crew hiding in the bushes to show people how unsafe it is for women.
