I can't tell if you're being serious or sarcastic, but what's creepy about the OP's advice isn't the part about being confident or making eye contact, it's assuming women who look back at you are singling that they're into you. That could be true in a purely social situation, but it's not blanket advice. Many women are paid to look at people and smile.
