This doesn’t seem to be the case. It seems like they have to be careful with their words since she hasn’t been convicted yet, so they use quotation marks to show that they’re quoting the police’s statement and that they themselves are not claiming anything. Notice further down in the article, they mention that another woman was arrested for assaulting a man, and they do not use quotation marks, because I guess the allegations were tested in court and proven.

Here in Canada, the word “rape” was removed entirely from the Criminal Code and replaced with sexual assault, sexual assault causing bodily harm or with a weapon, and aggravated sexual assault. Women in Canada can now be just as guilty of rape as men can, since it now falls under the gender-neutral category of aggravated sexual assault.
