I think it can work and not work depending on the girl and your building of attraction. If you're unsure if she's receptive then asking can work. "Can I hold your hand" However I believe the first touch needs to be well before this question. On a date, the first touch 98% of the time needs to happen when you greet her. It is acceptable in Western culture to give hugs upon greeting.

Please for the love of God find something you like (like dancing) and join a class. Cold approach is rough because you need to developed social skills to see results, and it seems as though your not getting those skills... Shit all these guys say don't sleep with escorts, which is true.. but man, talk to those women. Most escorts have highly developed social skills, so try and learn to flirt and ask them how/what works.
