If you change it to "the doctor should provide time for the patient to reflect on the information provided before carrying it the procedure" it is open to interpretation and may cause further problems/delays for people who require an abortion. This dual control creates a natural waiting period. You get the sign of from your GP, who will then refer you for the abortion. I would expect that no doctor would be foolish enough to admit to any survey that they purposefully denied a procedure to a patient. The point is that if you don't set a period of time then it can be a case of wait until the doctors decide to do it. In some cases this will be "think it over, I'm going to lunch, see you in half an hour" and others could be longer because the doctor doesn't agree that the abortion should happen. You could make every non emergency operation have a 72 hour wait tomorrow, it won't stop any operation because many people have been waiting for that amount of time (and much more) already. perhaps the legislators behind these mandatory waiting periods genuinely had good intentions this time.
