According tot he court he was guilty. Simply because the girl withheld evidence, with everything compiled, he was seen as most likely guilty. If she is, she needs all the support she can get and both men ought to be convicted, but the court ruled that one of the men were innocent, so for that particular case, she is NOT the victim. There is no info about the stepfather's case. But even if we was assaulted by her stepfather, we can't just say to the man convicted 'don't be mad because she was a victim'. They are unrelated.
