The use of the phrase "refusing to settle" almost turns this into satire. I mean... on top of the title which could so obviously be satire it's barely worth pointing out.

That's a huge deterrent to truthfully reporting crimes. Hate to see an innocent person jailed because a guilty person managed to get a great lawyer.

Firstly, I think it's strange you're saying it's naive to take statistics at face value, but then you state that laws should be taken at face value as not being racist because they don't appear to be. Just like Duluth, it's not fine if an approach that "sounds good on paper" results in seriously biased results. And frankly, although the Duluth model seems like a ridiculous approach, I wouldn't say it seems to be any more serious institutional bias than the drug laws. At best, they're both equall…

It's fairly well established that certain drugs that are more widely used by african-americans are scheduled higher than more dangerous drugs that enjoy more equal distribution... That's merely one example. They aren't overtly racist, but they are systemically racist and America is jampacked with them.
