Well that's what he claims. The mother claims she only asked him to "run clippers through her daughter's undercut area and leave the rest alone" (which would heve been very reasonable/easy). She said the barber claimed he wanted to keep the shop for boys/men only and didn't say anything about techniques/skill/qualification at the time.
