They would pick the best true, but to me the number one factor is whether they feel attraction toward him, this can exist without comparison, but comparison like you said will determine the better guy. Regardless, when every dude becomes attractive, 80/20 would not happen, because women would willingly engage with attractive men. Of course there are consequences, they are pretty clear, people dont get welfare from the state and thus struggle financially. I am not denying that would happen.
