In both cases, charges will only be brought if it's obvious that the person was lying through their teeth. Perjury charges aren't brought against an eye witness who identifies a suspect that eventually gets acquitted. Perjury charges are only brought when their is clear proof that the testifier had to be lying. The same thing would apply to a false rape charge.
