As a member of the Royal Canadian Air Force, he was involved in air and ground fighting, including D-Day. If there isn't enough evidence to go to trial, it is an unproven or unsubstantiated claim. It doesn't mean it isn't true. Cases of mistaken identity are also not false accusations.
