To “sue” someone is to file a complaint in a court of competent jurisdiction, technically. Most people, however, conflate the act of filing a lawsuit with going to trial in that lawsuit. Suing someone does absolutely nothing if the Judge never lets it go to trial. And of course, Doctors do it for reassurance. My tattoo artist comment was just a joke.
