Yeah, I say go for it. Minimize potential regret. Just try to be a bit more direct, and show that you are socially aware by aknowledging her time time constraint. Don't run any fancy routines. Open direct. Tell her that you see her sometimes and you wanted to go talk to her. Aknowledge that there's a time constraint and that you'd like to get to know her better. Close.

Being creepy is a lack of social calibration. Because there's something "off", it scares people. Approaching when it's dark. Smiling at a funeral. Stalking a girl and not approaching. Inability to take a clear rejection. Saying morbid jokes to people you just met. You fix this by socializing more and calibrating towards building comfort.
