because children tend to do this by default. I have kids I take to the playground every week and they just run up to other kids and say "wanna be friends?" and they always say "yes" and then they run and play together for a couple hours. Don't need to teach something that is already instinctual. When older boys/men get sucked into anti-social time-sinks where they develop a new behavior pattern that can be addictive is where the problem arises.

Having money (especially in a capitalist system) is a big signifier of stability financially, which very much increases the odds many other things being stable as well.
