As an actual answer, it’s because they responded to a call of a guy entering the hotel with a rifle. So, firearm danger is present, police protocol for high risk situations is to make the suspect approach the police in a manner that would be difficult to reach for a firearm quickly. An officer approaching the subject would take the officer out of cover and also put them in the line of fire of all of the other officers, should the suspect pull a firearm.

Have to weigh that in. Not really, to be honest. You don't weigh "what happened to the victim" in a criminal court very often. The "what happened" question will often determine the charge, but after that it's just whether or not the suspect did the crime or not. There's a lot more to "value" than quality and price if you really want to get into those semantics. Most consumers wouldn't notice the other aspects of "value" until they're absent. Inventory levels would be one example - does the store have what I want when I show up? Surprisingly underrated piece of value. Every item can be priced cheaper with lower inventory levels.
