Then find a good gelato place instead. The difference in process and materials can negate most (if not all) of the lactose issues. Plus gelato makes you seem much more sophisticated than simple ice cream.

When in Rome, do as the Romans do. It is not necessarily that you are doing anything weird, it is that you are not matching cultural norms so you are showing that you do not belong. That makes people uncomfortable. You see similar results from people’s appearances. Look up the theory of the Uncanny Valley. It is based on appearance, but is just as applicable to body language and mannerisms.
