Excluding regions of radical Islam, yes. For instance, in Syria there's still villages ruled by fundamentalist Islam where women suffer from strict laws, but more moderate Islam regions assign great privilege to women notwithstanding their traditional obligations. Overall the Middle East is rapidly westernizing. That's good in many ways, one downside is that it's assigning freedom and privilege to women while still leaving the traditional privileges intact.
