FYI: I went through 2 courses of Accutane and my acne still came back. Each course gave me 6 months to a year of (almost) perfectly clear skin though, so it wasn't a total loss. No, that is not what they are saying. "At least 80% of the median income" means that if the average (aka median) income is 50k, the person needs to make at least 40k (which is 80% of 50k, the median income).
