Where do you live? I don't think there's an expectation for women to get the "right" to take a seat over anyone else. The exceptions are pregnant, disabled or elderly people and for those people there are reserved seats on the bus and trains already. If a woman or man asks me for the seat, if I don't feel like it I just say no, there's no need to give any excuses, you're in your right to take a seat on public transportations.

In my country there are four or five seats reserved for pregnant, disabled or elderly people in every bus. You can sit there, but you MUST give your seat to any of those people.
