Since it was direction from Education that brought on these "suggestions", it seems like Education has the power to roll back the requirements, although the schools will still likely have a fair bit of leeway. Exactly. If a rape happens on a college campus, that man should be behind bars, not just kicked out of a school. Plus, the police are much better at investigating crimes, have subpoena power, forensics, etc.
