It's designed for 3-4 officers to put on, and no full body restraint is going to be super quick, but we can put it on in about 2-3 minutes if we're in a rush. The way it's designed it takes away the ability for the person to fight back and get out.

Some departments have bigger vans to do that. Mine does. But a lot of smaller departments don't. Because the vans require extra personnel just to drive them, they can't do traffic stops or anything proactive

The minutiae of the law changes with where you live, but in my state if it's not a domestic situation (meaning they're not married, family, or cohabitating/I'm a sexual relationship), then no matter who instigated, it's a simple assault and the victim can get a warrant against the suspect. If the guy got her back, she can get a warrant for him, but he can also get a warrant for her. The sex of the suspect and victim doesn't matter.
