Having control over the discount rate is fundamentally and qualitatively different than having control over market interest rates. It may seem like nitpicking to you, but I assure you, it's a really big difference. Revolts usually fail, but if they succeed, the former upper class sheds some wealth and members to make room for revolution leaders. It's why I don't think basic income will work: if you make it cozy and high status, no one will want to work, and we still need to perform that ~10% of real work as a society.
