This is a classic straight from any bigot's playbook. Trying to placate people by vaguely acknowledging a "good" subset of the group they hate exists yet never elaborating on what that "good" subset is like. Specific enough so people don't get mad, but vague enough so that the people who see through their BS still don't really have much of anything to base a counterargument off of.
