It doesn’t have to mean that she wants a relationship, only because she told you that she liked you. Take it easy. Don’t push her too hard when trying to meet with her because she will never agree under that circumstances, especially if you seem desperate. Just accept that she declined. I would recommend either waiting till she asks to meet or just gambling on meeting her by chance (party or similar).

Signs may vary very heavily from individual to individual and aren’t always consistent. I wouldn’t recommend looking specifically for signs but rather enjoy the conversation. Totally agree, don’t expect her to solve your problems. Thinking in that way is quite selfish. Go to a park, the city center or somewhere else, where you expect young people to be. Take a friend with you if you want, as a wingman. Just go for a walk in that area, watch, observe, be confident and kind. Smile if you catch eye contact with another person. If you spot somebody you want to know more, go and approach them. I think it comes down to one question: Do you like her more then just a friend? Seems like she is still into you. Nevertheless, it’s absolutely NOT ok to end a relationship (for both a friend and a partner) because of such bits and bobs like this. Somehow I also tend to encounter the most people I want to approach in public transport. The game is actually pretty easy, if you sit opposite of each other and manage to find eye contact like a couple of times, then you are safe to go. However I would never approach inside the vehicle as it is quite awkward, especially with face masks.
