Maybe you're not confident enough? You should have just asked for her number after you introduced yourself. If she says no you still get the same result as the one you got, but if she says yes you got a phone number and it might turn into a date. Honestly what I do is ask a bunch of questions when meeting someone instead of there being an awkward silence. If she mentions something you can talk fluidly about, stick with that for a bit before changing the subject.
