Yeah, I think the discrepancy in how overtly people express sexual interest is learned through the very different ways that we are socialized in our societies. Similarly to the discrepancy in our skill for reading people, which women are raised to regard as a critically important and highly esteemed skill, that is therefore (generally) developed more thoroughly by women than it is by men.
