Historically when a women comes forward with a rape accusation she is harassed, dismissed, and blamed. Because of this a large majority of rapes go unreported, increasing the stigma around it. This stigma applies to men as well, though for different reasons. That's why feminist plus for visibility of all survivors.

I think what you're talking about is the "Shared Parenting" bill, which would grant forced joint custody of the child, even if it's not in the best interest of the child. That would mean that if a parent was physically abusive, they would still have joint custody of the child and thus put the child at risk. Just reading the story and looking at the time line I would say a lot of this is race motivated. The women (who was really raped) originally named the actual rapist. Additionally, the police destroyed evidence that could have helped Moses-El
