If your posters are constructed in a way that they have no affect on the potential rapist but teach people that men are predators to be feared then you can certainly have a negative overall impact. "Telling men not to rape" is more about trying to clarify where that line is - what if she doesn't say no, but is passed out drunk? That seems reasonable.
