That's why statutory rape is different from "normal" rape. It's still sex without consent, so it's called rape, but I think you'll find that the consequences are very different. I'm not the one downvoting you, btw.

But... Well, it is their job to enforce laws. Rape is sex without consent, and is a crime. If kids are too young to consent, then they are too young to have sex. Therefore, underage kids having sex is illegal, and therefore government regulated. What's wrong with that?
