Alcohol is an indirect GABA (neurotransmitter) agonist. It also inhibits glutamate (another neurotransmitter) leading to a cascade of serotonin and dopamine which activates the basal forebrain at the nucleus accumbens and amygdala. It clearly effects cognition.
