Maybe wait a second to see if she is in fact alone and walk over and say something along the lines of You know, I couldn't help but notice you were also eating alone. Mind if I join you? You come off innocent enough - hey you're both alone and taking up entire tables, why not share? - and give her an out if she's uncomfortable with it.

I generally decide based on the general feelings on the rapport I'm feeling. If I'm having a good time and enjoying her company I have not probably paying for a drink, however I do limit it to just the one unless you set up an "I'll get this one if you get the next."
