Sure it's not nescessarily equality of outcome just because 50% of the people who work are women, but it's certainly closer than if it was just 10%. Even in your example if only 10% of women are working, going from 85% of primary school teachers to 90% is still overall an increase in equality of outcome if those new workers wouldn't be working otherwise.
