The term is just a piece jargon designed to confuse, so you can't tie a feminist down into a position. Like pretty much all of feminism's terms, the term toxic masculinity is just a motte and bailey tactic to blame men for issues affecting them while deflecting any criticism. If you complain about any issues that negatively affects men, feminist use the term to imply that it's men's fault and therefore their responsibility to fix.
