That wasn't the point he was making. Yes, it is possible that the woman he saw was dressing for other reasons entirely. The point is that due to her dressing that way, he came to the conclusion that some (not all) people are blinded more by their own insecurities than to focus on others' insecurities. Therefore due to this epiphany he was able to have a good time.
