Let's say some guy raped a girl, if that girl talks about her experience it would be out of place to say not all men. Yet if her experience is on the news and someone says, men are such pigs/ kill all men. The comment of not all men being like this, would be just. I hope this clears it up.

That sort of makes sense, but most of not all men is in reaction to events not to specific persons. Obviously if someone is telling you a story of their experience of a singular man, then the response would be out of order. Basically I agree.
