The article didn’t expand too much on the friends knowing, but they may have been told he was older than he actually was. It did say the victim was taken out to the bar to drink, so maybe they assumed he was older. Obviously I don’t have all the details so I’m just fingering the wind here, but it seems reasonable for the friends to know she was cheating, but not know it was with a 16 year old.

They can calculate a cost to train, feed, pay, house, etc. but they would have to calculate a specific amount of damage, and there’s no real way to do that in a way that would hold up in a criminal hearing. Not to mention, it wouldn’t be worth it to pursue. The cost of a court martial is enormous. He’ll I’m going to testify in a court martial once the DoD lifts corona measures. No you can’t. That’s one of those dumb myths from boot camp. Now if you’re ordered to wear sunscreen during an evolution in the sun, and you don’t, you could get up on a failure to obey charge. But the government wouldn’t be able to actually make a charge for damage to government property stick

The media doesn't understand the military, so it would be a fair assumption for a civilian to think he's a Special Warfare Sailor. It's also a correct assumption, as he was SWCC, which for those too lazy to google, is Special Warfare Combatant-Craft Crewman. The guys on the boats in Act of Valor in the beginning, tearing shit up with the guns....that's SWCC.
