Grab his upper-arm in a firm grip, look him in the eyes and say "No". Works no matter what language he speaks. If he doesn't calm down and apologize, remove yourself from the situation with you between the guy and your girl. Any physical attempt to escalate the situation is your license to go cave man. (the outcome isn't as important as the attempt) In France you could get away with it.
