Honestly a lot of women need that take time off to raise children need to work longer than men in order to qualify for pensions and retire. Having a program like this where time spent on paid maternity leave was counted as pensionable time, when people could buy back the pension contributions for time spent on paid maternity leave would rather effectively eliminate the issue.
