Only the home-makers, I guess, not so much the brothels. Here in Germany, prostitudes pay taxes and social security insurances, like everybody else does. They even have unions, etc. The problem that remains is that, after centuries of being forced into illegality, there are still many shady people and organizations operating in the industry.
