"Obviously lying" is a different scenario than being unable to distinguish between cases 1 and 2. I am highly skeptical of the criteria for determining someone is "obviously lying" but would agree they should be prosecuted as long as that criteria didn't include things like "not being able to remember details" or "recanting her story" or "admitted lying after being intimidated." Woman recants story because dealing with the police for 1+ years and reliving the event over and over is too difficult? Feminism agrees that #1 should be prosecuted but worries about #2.
