If the accuser is afraid of being cross-examined and of being asked questions about the validity of her claim, then as far as I'm concerned it's equivalent to a false accusation. When you testify, you get asked questions. If she doesn't want to be asked questions, then she should have never made the unsupported allegations in the first place. At least 90% of accusations are truthful. Combine that with reporting it to her therapist alone gets us to a much higher likelihood. It's hard to say that 90% of the accusations are truthful if you accept the possibility that many people have been wrongfully convicted. Regardless, 10% is a significant amount. Add to that the overall context - the allegation is released for political motives - and it all looks very fishy.
