Edit: As for the pay differences and incentives, yeah, I get that some jobs pay more because otherwise they couldn't keep workers. As for teachers though, I don't see how a pay increase would be taking away incentives. If you you can increase the basic qualificaitons of a teacher (example: years of education) as well as the pay, you'd see an increase in the quality of teacher…

In short, they want coal miners to be paid the same as kindergarten teachers. They could easily mean the other way around (Kindergarten teachers getting a raise), which would generally be a good thing for education.
