No, he knows what he's saying. For example, getting sentenced to 5 years means you can get out faster than that (depending on your behavior). Getting sentenced to 5 years MINIMUM means you have to stay at least 5 years in jail, no matter what. So, getting sentenced to at least 5 years and getting sentenced to at least 5 years minimum are not the same thing, minimum and at least referring to different things in this context
