That's odd. I was dating one girl who was waiting to have sex, so I waited along with her. I kept waiting until she was comfortable, and wrongly assumed since she's the one with apprehensions about sex, she would make the first move when she was ready. She was the one who told me about her ex who basically engaged with some weird stuff that made her apprehensive about sex. The 80/20 rule is the Pareto principle. A quick google search will give you real life examples. How it applies to dating I think is reflected in the amount of people will flock to the top 20 percent. Of course a percentage of the 80 percent will not make it but they're still going for the top 20. I'd say it happens with both men and women.
