Basically a circumsized penis is more hygienic and has less of a chance to get infected. In some cases some boys can have a disorder where their foreskin is too tight and then they have to be circumsized but this is pretty rare. If we assume there are 2 people (1 accuser and 1 accused) and neither have any connections to me, ill first turn to the accuser and ask what proof she/he has, what happened etc.. After this i would take sides based on the evidence or the lack of it. I might be proven wrong later but... this is what i would do in real life. If for some reason i would be the judge, then i wouldnt take sides until the very end
