The state brings charges on what they feel are provable crimes, so if you broke 3 laws expect a minimum of 3 charges. Generally speaking the court will take the path of least resistance to get conviction too. Getting and taking a plea bargain as a defendant is usually driven by the fact that you did everything, and taking it to trial will result in harsher penalties. No law expert, but I think it stems (at least partially) from the realization that convicting and sentencing someone for multiple crimes from one criminal instance is unnecessary, expensive and morally wrong. Most states have laws that punish the longest/most severe sentence. A good example would be this woman's sentencing, she has committed multiple criminal acts, but they all stem from the same "crime."
