It’s not appropriate for school, and it’s disingenuous to pretend that this is the same thing as asking out a girl. College women are adults who should be able to handle being asked a polite question. Just because something makes you feel uncomfortable doesn't necessarily make it "inappropriate" or "wrong". Possibly filming people without their permission and considered a public nuisance. That's 100% legal in the UK. In the UK it isn't illegal to film someone in a public place without their consent unless the video is recorded for nefarious purposes.
