That isn't a good litmus for "not much of an age difference." Two people who are three years old and seventeen years old are both legally minors. Is that not much of an age difference? That's not to mention the fact that it isn't unheard of for someone who's sixteen or seventeen years old in the United States to be tried as an adult.
