Many men still will continue to have children with women in one way or another, I don't doubt it for a second. The main thing that is hard to do is convince people it's better to be single and without kids than it is to be married. It's even more reliable (from a Christian perspective) that both Paul and Jesus taught this principle and it's explained very well the verses along with the reason for this in this video called Not Having Sex and Remaining Celibate for Life.

Of course, I think a system of rehabilitation would be much more effective. A brand new environment other than the one that's currently in place would be much better than our current system.

Crazy stuff like this may be part of the reason men in history have been encouraged to stay single. Many unforseen things can come up and SO can do serious damage. Nevertheless, even in the teachings of Jesus, we're taught to be celibate. This video called Celibacy explains why Jesus and Paul both taught this. It's well worth a watch.

I think your word said should be taken more seriously, it seems that you both agreed to have a safe word and she broke her side of the agreement. Your consent matters as much as hers, your both in this together.
