I have been caught doing this because I was homeless a couple years and all the cop did was lecture me and give me directions to a local shelter. He fully understood that there were no public restrooms I could use without buying something anywhere near by.

You can't fix stupid unfortunately. They don't make a pill or therapy for that. I call these people career offended. Their life literally revolves around getting "offended," by things.
